U.S. President Donald Trump made an unprecedented promise to American voters on the opening night of the Republican election convention in Dallas. He declared that if Republicans retain their majority in the House of Representatives and the Senate in the November midterm elections, every adult U.S. citizen will receive $5,000. Trump stated during his speech, “If Republicans win both the House of Representatives and the Senate, I will pay every adult citizen in the United States $5,000 in dividends.”
The U.S. President did not provide details on the funding sources for this payment, likening it to dividend payouts from companies. In doing so, on the cusp of an election intended to gauge public support for his administration’s performance, Trump has opted for a direct cash-for-votes promise rather than presenting a clear economic achievement.
This pledge gains further significance when considering the political and economic climate in the United States leading up to the midterm elections. CNN has reported that Trump faces declining approval ratings, economic pressures, and the historical trend of the incumbent president’s party performing poorly in midterm elections, all while seeking to maintain Republican majorities.
In this context, the U.S. war against Iran has become a political cost for the Trump administration. CNN’s report explicitly stated that the conflict with Iran has led to increased fuel prices, with oil prices reaching $100 per barrel on Wednesday, the highest level since July.
Trump has attempted to transform this economic consequence into a political promise. At the Republican convention, he claimed that prices would decrease immediately after an American victory in the war and even provocatively suggested renaming the Strait of Hormuz to the “Strait of Trump.”
However, Trump’s rhetoric indicates that the issue of the war is no longer solely a foreign policy matter for the U.S. administration but is directly linked to the daily lives of American voters. Rising oil and fuel prices can increase the cost of transportation and goods. At a time when Democrats are pressuring Republicans over the rising cost of living, this poses an electoral vulnerability for the Trump administration.
From this perspective, Trump’s $5,000 pledge can be interpreted as a response to concerns that economic dissatisfaction might translate into electoral discontent. Instead of solely highlighting foreign policy and war successes, the U.S. President directly addressed voters’ wallets at his party’s most crucial electoral gathering. This action may suggest that the Trump administration lacks full confidence in its current policies’ ability to secure public satisfaction.
A noteworthy point is that Trump also urged Republicans in the same speech to operate under the assumption that he himself is running again. He told attendees, “I want you to pretend I’m on the ballot. I am on the ballot; just one more time.”
These statements underscore that the midterm elections represent more than a typical congressional contest for Trump. Maintaining Republican majorities would preserve the ability to advance his administration’s policies, whereas losing them could lead to increased political pressure and the initiation of extensive Democratic investigations into his administration. CNN itself has emphasized this political importance.
Furthermore, the Republican focus on cultural issues, immigration, and attacks on the progressive wing of the Democratic Party suggests that Trump’s campaign for future elections is not solely reliant on economic and foreign policy records. A significant portion of the opening night of the convention was dedicated to attacking progressive Democrats, issues concerning transgender individuals, and immigration policy.
This political combination is significant: on one hand, Republicans are touting the Trump administration’s achievements, while on the other, the President is promising to pay citizens $5,000 directly to maintain his party’s majority. Meanwhile, the war with Iran is driving up energy prices, and Trump himself has been compelled to address its economic repercussions for Americans.
In essence, the $5,000 pledge can be viewed as part of Trump’s effort to buy political time, an attempt to prevent the costs of his administration’s policies, particularly the economic burdens of the war, from negatively impacting the Republicans before the elections.
Trump, of course, continues to strive for an image of victory. He asserts that prices will fall with an American triumph in the war. However, the political reality he faces is that American voters are more acutely aware of rising fuel and living costs than narratives of overseas victories.
Consequently, the midterm elections could serve as a referendum on the policies of the first two years of Trump’s second term. If Republicans lose their majority, Trump’s $5,000 promise, rather than being a sign of confidence, will be interpreted by critics as an indication of the U.S. President’s concern about his political standing.
Trump is currently attempting to offset the political costs of the war against Iran, economic pressures, and declining popularity through a combination of economic promises, attacks on Democrats, and emphasis on the administration’s achievements. Whether this strategy can convince American voters will become clear in November. However, the proposal of a $5,000 payout at such a juncture indicates that the U.S. President is well aware that maintaining Republican control of Congress is no longer a guaranteed outcome.
