Prime Minister Narendra Modi on Wednesday said that people in West Bengal are “voting without fear" as he addressed a gathering in Uttar Pradesh’s Hardoi after inaugurating the Ganga Expressway, while linking voter participation to the strength of democracy and broader development momentum.
Beginning with the ongoing Assembly elections, the Prime Minister highlighted voter turnout in the second phase of polling, stating, “Today is an important day for democracy. The second phase polling is happening in Bengal, and as per the news, it seems people are polling in huge numbers like the first phase."
Referring to visuals from across the state, he said, “We can see long queues of people on social media."
Stressing the atmosphere in which voting is taking place, PM Modi remarked, “People are free of fear and are coming to vote in huge numbers."
Calling it a significant democratic development, he noted that such participation reflects the strength of constitutional values and thanked voters for their awareness, urging them to continue participating in large numbers.
ELECTORAL MOMENTUM AND POLITICAL OUTLOOK
The Prime Minister then referred to recent election results, stating, “In Bihar, the BJP and NDA got a historic win. In Gujarat municipal polls, the results came yesterday, and the BJP won nearly 85 of the seats."
Expressing confidence in the ongoing elections, he said, “I am confident that in the five state elections too, the BJP will do a hat-trick of historic wins."
Looking ahead, he added, “May 4, the results will strengthen the resolve for a developed India," and said the verdict would “infuse new energy in the pace of development of the country."
INAUGURATION OF GANGA EXPRESSWAY
Turning to the main event, PM Modi inaugurated the 594-km-long Ganga Expressway, describing it as a transformative project for Uttar Pradesh.
The expressway connects Meerut to Prayagraj and is expected to significantly boost connectivity, logistics, industrial investment and agricultural marketing across 12 districts.
Invoking the spiritual and cultural significance of the Ganga, the Prime Minister said, “A few kilometres from here, Ganga can be seen flowing. This expressway is, in fact, a blessing of Mother Ganga herself."
Drawing a parallel, he added, “Just as Mother Ganga has served as the lifeline of Uttar Pradesh and this country for thousands of years, this expressway will become the new lifeline for the development of Uttar Pradesh."
He also noted the symbolic continuity of his recent visits, saying, “When I was in Bengal, I had the privilege of seeking the blessings of Mother Ganga, and now, I have been granted the honour of inaugurating this expressway named after Mother Ganga."
INFRASTRUCTURE PUSH AND EXECUTION
Highlighting the pace of development, the Prime Minister said, “The Green Corridor Expressway has been completed within five years," adding that, “This Ganga Expressway will extend beyond Meerut to reach Haridwar."
Contrasting with earlier delays, he remarked, “Now the time has gone when for one road one had to wait for decades," and added, “Foundation was laid, but governments kept coming and going, but no work was done."
On the project’s broader impact, he said, “The Ganga Expressway not only connects one end of UP to the other. It will also bring the limitless possibilities of the NCR closer."
UTTAR PRADESH’S DEVELOPMENT TRANSFORMATION
PM Modi underlined the state’s changing economic trajectory, stating, “Earlier UP was called a backward state, the same UP is working towards becoming a one trillion economy."
He added, “Today, Uttar Pradesh is known for investor summits and industrial corridors."
Pointing to strategic sectors, he noted, “Today out of two defence corridors, one is in UP," while also recalling the shift in infrastructure, saying the state is now among those with the highest number of expressways.
ATTACK ON OPPOSITION PARTIES

“Under earlier governments, ‘jungleraj’ was the identity of UP, movies were made on mafia raj," he said.
Targeting specific parties, he remarked, “Samajwadi Party, Congress parties are anti-women," and added, “SP voted against women’s reservation bill."
He further alleged, “The Samajwadi Party takes your votes and comes to Parliament but stands with people who abuse people of Uttar Pradesh," and said, “SP can never rise above parivarwad and jatiwad."
Touching upon the global situation, PM Modi said, “The whole world is going through war and economic crisis. Some people sitting here are also trying to defame India."
He concluded by linking infrastructure growth and democratic participation to India’s future trajectory, positioning both the Ganga Expressway and high voter turnout as indicators of a strengthening nation.
