Opposition Mulls No-Confidence Motion Against Lok Sabha Speaker Om Birla Amid Repeated Disruptions

Opposition parties on Monday announced plans to move a no-confidence motion against Lok Sabha Speaker Om Birla, citing a lack of alternatives amid repeated disruptions in the House. The Opposition has cited multiple reasons for moving a no-confidence motion against the Speaker, alleging “partisan" conduct.
It claimed that women MPs in the Opposition expressed concerns after the Speaker reportedly stated that he prevented Prime Minister Narendra Modi from entering the House to avoid potential disruptions by female MPs. It also said the Leader of the Opposition (LoP) Rahul Gandhi has been repeatedly denied the opportunity to speak, and some rulings from the Chair are said to contradict earlier precedents, raising questions about parliamentary norms and fairness.
The move comes against the backdrop of last week’s turmoil in the Lok Sabha, when Rahul Gandhi cited former Army Chief General MM Naravane’s unpublished memoir while discussing the 2020 Galwan standoff with China. Speaker Birla had directed him not to quote the “unpublished" material and denied permission to proceed with the reading. On February 5, Birla said he had advised the Prime Minister not to enter the House, anticipating potential disruptions by Congress MPs.
On Monday, the Lok Sabha witnessed no legislative business as proceedings were adjourned till 12 noon within seven minutes after the proceedings began for the day amid continued Opposition sloganeering over issues including the India-US interim trade framework. The House was then adjourned again until 2 pm. Speaker Birla urged MPs to maintain decorum, stating that all members would get a chance to speak and no one would be barred from participating.
The disruptions have delayed discussions on the Union Budget 2026-27, presented by Finance Minister Nirmala Sitharaman on February 1. Both Houses were scheduled to continue Budget deliberations on Monday, but proceedings could not move forward due to the ongoing ruckus.
